Esta circunstancia supone que puede afectar gravemente a la población y bienes no forestales, exigiendo medidas de protección y socorro, y pudiendo ser necesaria la incorporación de medios extraordinarios.
También abarca la posibilidad de que exista simultáneamente concentración espacial de incendios con índice de gravedad potencial 1 o 2 y la afección significativa a dos o más provincias, a otra autonomía limítrofe o a otro país limítrofe, junto a situaciones que deriven hacia el interés nacional.
